On 10 May 2024, the Head of the IRCC Marc Miller chaired the Forum of Ministers Responsible for Immigration. The event in Montreal was attended by ministers from all provinces and territories. The discussions focused on key issues related to the implementation of the immigration plans to 2027, PR status in Canada<\/a>, and temporary residence in Canada.<\/p>\n

This was the first meeting between all the provincial ministers and Marc Miller after he announced plans to introduce the cap on the number of temporary residents in Canada. The immigration ministers called on the head of the IRCC to reverse the C$625 million cut to the LMTA employment programme. This programme allowed to support newly arrived job seekers and vulnerable unemployed Canadians.<\/p>\n

The Forum also discussed the introduction of changes to the International Student Programme. Students enrolled in this programme are subject to both joint federal and provincial jurisdiction in matters of immigration to Canada and purely provincial jurisdiction when it comes to admission for study to an educational institution. In this regard, the immigration ministers proposed to the head of the IRCC Marc Miller an idea to issue post-graduate work permits (PGWP) for a longer period of time.<\/p>\n

Among the discussed issues were immigration plans for receiving PR status in Canada for 2025 and 2026. It is planned to issue 500,000 new Permanent Resident Cards of Canada annually to individuals who have successfully completed the immigration process to Canada. The ministers of the provinces and territories discussed with the head of the IRCC the expansion of provincial immigration programmes in Canada to speed up the processing of applications for permanent resident status and, consequently, reduce the number of temporary residents in Canada.<\/p>\n

The issue of increasing the number of French-speaking immigrants outside the province of Quebec by expanding existing immigration programmes and introducing new ones was also discussed. Opinions were expressed on expanding integration programmes and increasing support for new PR status holders in Canada who have recently received a Permanent Resident Card of Canada. Implementation of effective solutions in this area will prevent new permanent residents from moving from small communities to cities immediately after receiving PR status in Canada.<\/p>\n

The issue of asylum claimants was also raised in the discussions. Among students in Canada, the number of applications for this status has increased by 650% over the past 5 years. In 2023, a total of 72,320 refugee applications were processed. The discussions should lead to faster processing of asylum applications in Canada and faster expulsion of illegal migrants from Canada. According to various estimates, between 20,000 and 500,000 people are currently undocumented in Canada, having been denied refugee status or having continued to stay in Canada despite the expiration of their study or work permits.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"
