On Thursday, 24 October 2024, Marc Miller, Minister\u00a0of Immigration, Refugees and Citizenship Canada, announced dramatic changes to immigration policy for the coming years. The federal government is reducing the previously announced numbers for granting permanent resident (PR) status in Canada<\/a>. The new plan is expected to result in only 395,000 new permanent residents in 2025.<\/p>\n

Minister Mark Miller outlined the changes as follows: \u201cToday\u2019s announcement is the next step in our plan to address the evolving immigration needs of our country. While it\u2019s clear our economy needs newcomers, we see the pressures facing our country, and we must adapt our policies accordingly. These changes will make immigration work for our country so that everyone has access to the quality jobs, homes and supports they need to thrive. We have listened to Canadians, and we will continue to protect the integrity of our system and grow our population responsibly.\u201d<\/p>\n

Every year, the IRCC announces the Immigration Levels Plan, which indicates how many temporary and permanent residents of Canada will be able to move or stay in the country.<\/p>\n

It was planned that in 2025 the federal government would grant permanent resident status to 500,000 people. Instead, it has now been announced that the new figure will be 395,000. That is, the reduction will be 20% of the previously planned number.<\/p>\n

The new level in the numbers of granting permanent residency will also apply in the following years. In 2026, the figure will be 380,000 people, and in 2027 – 365,000 people. The previous Immigration Levels Plan envisaged bringing each year approximately 500,000 foreigners to Canada for permanent residence in 2026 and 2027.<\/p>\n

It is clear that the decline in immigration to Canada will affect almost all programs and streams. For example, the level of economic immigration in 2025 will decrease by 17%. That is, from the previously planned figure of 281,000 new permanent residents, there will be a decline to 232,000.<\/p>\n

Currently, the most popular economic programs and pathways are: provincial immigration programs<\/a> to Canada, Start-Up Visa business immigration<\/a>, Caregiver program, Agri-Food Pilot Program<\/a>, Rural and Northern Immigration Pilot Program, Atlantic Immigration Program<\/a>.<\/p>\n

One of the largest reductions is expected among applicants for permanent resident status in Canada through provincial programs. The number of spots will be reduced by half. It is expected that in 2025, the IRCC will allocate only 55,000 places under these programs.<\/p>\n

Earlier it was planned that in 2025, 120,000 foreigners would be able to obtain PR in Canada in these programs. And such level for this type of immigration pathway will be maintained in 2026 and 2027. It is worth noting that the provinces and territories of Canada do not independently determine the number of places for immigration under local programs. The level of provincial immigration is agreed annually with the federal government in Ottawa.<\/p>\n

It is noted that one of the pathways of obtaining PR in Canada, which will develop and where the number of places will increase, is French-speaking immigration outside the province of Quebec. In 2025, it is expected that 29,325 people will obtain permanent resident status in Canada under this option. This will account for 8.5% of the total number of foreigners who will receive permanent residence in the country. In contrast, in 2027, there should already be 31,500 such persons, which will account for 10% of the total number of foreigners who will receive permanent residence in Canada.<\/p>\n

It is worth noting that one of the economic immigration programs to Canada, which will have a moderate increase in the number of places for granting permanent residency in Canada, will be Express Entry. In 2025, 125,000 people are expected to be granted permanent residency status, although previously this number was 117,500. Positive dynamics will continue in 2026, and a moderate decline will be observed in 2027.<\/p>\n

The new reduced level of obtaining permanent resident status is being introduced against the backdrop of a similar reduction in the number of temporary residents in Canada. Over the next three years (2025-2027), the number of temporary residents is expected to decrease from the current rate of 6.5% to 5%.<\/p>\n

In line with the new realities, 368,000 foreign workers and 306,000 students are expected to be admitted in 2025. In contrast, in 2027, these figures will be 238,000 foreign workers and 306,000 students. A decrease in foreign workers will be observed in a separate stream for relocation – the International Mobility Program.<\/p>\n

Family immigration to Canada<\/a> and getting refugee status will also be affected by a reduction in the number of potential new permanent residents who will receive this status. It is worth noting that under Canada’s Humanitarian & Compassionate immigration<\/a> option, an average of 10,000 PRs will be issued in 2025, 6,900 PRs in 2026, and only 4,300 PRs in 2027.<\/p>\n

The federal government predicts that the situation will stabilise over the next two years. In 2025 and 2026, there will be a slight decline in the population of 0.2% annually, and in 2027, an increase of 0.8% will be recorded.<\/p>\n

The reduction in immigration targets was made due to a change in public opinion regarding the admission of new residents to the country from abroad, the deteriorating economic situation, and a surge in property prices. The authorities plan to reduce the level of immigration to get an indirect result in solving the country’s domestic problems.
