On 15 April 2024, Immigration, Refugees and Citizenship Canada announced the launch of a new pilot project for employment, relocation to Canada and receiving PR status in Canada – Innovation Stream Pilot under the Global Hypergrowth Project.

Global Hypergrowth Project is a special programme of the Government of Canada to support local employers. This project will provide support to companies primarily in recruiting and relocating employees to Canada to support dynamic and sustainable business development. Currently, 8 employers are participating in the programme: Ada Support Inc., AlayaCare, CellCarta, Clarius Mobile Health, Clio, Duchesnay Pharmaceutical Group (DPG), Lightspeed Commerce, Vive Crop Protection.

By using the Innovation Stream Pilot, these employers will be able to invite highly skilled workers to Canada. These companies do not need to have LMIA to relocate their employees to Canada.

In order to qualify for the simplified relocation to Canada, potential employees will need to work in  TEER 0, 1, 2 or 3 occupation according to the National Occupational Classification (NOC), i.e. have highly skilled positions. Family members of such employees will be able to obtain open work permits and do work for almost any employer in Canada.

It is planned that the Innovation Stream Pilot will be in effect for 2 years, i.e. until 22 March 2026, unless otherwise amended. To participate in this project of simplified relocation to Canada, potential employees can apply from abroad or from the territory of Canada. Therefore, Ukrainians and their family members with CUAET visas in Canada have an outstanding opportunity to apply and get work in the most dynamic companies in highly skilled positions.

Applications must be submitted through Immigration, Refugees and Citizenship Canada. The hourly wage rate must be equal to or higher than the regional average rate on indended occupation. It will be a mandatory requirement to review the hourly rate after the first day of work and annually by 1 January to ensure competitiveness throughout the employment period.

Instead, officers of Immigration, Refugees and Citizenship Canada will be reviewing applications to ensure that applicants are qualified enough to work in intended occupations and have sufficient education for such positions.
